WRCIC Releases Full Agenda for April Las Vegas Conference

The Western Region Captive Insurance Conference (WRCIC) has released its full 2026 agenda for April 20–22 in Las Vegas, with a mix of regulatory insight, technical sessions, and practical discussions reflecting current conditions across the captive insurance market.
The agenda includes participation from a number of Captive.com sponsors, including Milliman, Johnson Lambert, Pinnacle, the Tennessee Department of Commerce & Insurance, the Arizona Department of Insurance and Financial Institutions, the Iowa Department of Insurance and Financial Services, the Missouri Department of Commerce and Insurance, and the Utah Insurance Department, with speakers spread across sessions focused on tax, actuarial, and regulatory topics.
Milliman appears across multiple panels, including Lisa Poulin on "RRGs: Emerging Developments," Andrea Monterrotti on the Amplify Women session, and Sam Raphael on "Captives as a Strategic Asset: Value Beyond Market Timing." Johnson Lambert's Allan Autry is part of the captive tax update session, while Pinnacle Actuarial's Robert Walling is scheduled for "Is this Insurance? And What If It Isn't?” Utah is also represented beyond the regulator panel, with Stephanie Liu of the Utah Department of Insurance participating in "Lawyers, Guns, Drugs, and Money—Insuring Unusual Risks." Mark Wiedeman of the Tennessee Department of Commerce & Insurance appears in both "You Ought to Tell Your Regulator, But …" and the regulator roundup.
The regulator roundup brings together a full slate of US domiciles, including Arizona, Iowa, Missouri, Tennessee, and Utah—Captive.com sponsors—alongside Montana, Nevada, and Oklahoma. The panel features Victoria Fimea (Arizona), Jeff Wilson (Iowa), Sam Komo (Missouri), Mark Wiedeman (Tennessee), and Travis Wegkamp (Utah), as well as Jason Rodriguez (Montana), Michael Reynolds (Nevada), and Steve Kinion (Oklahoma). Expect a direct look at how each domicile is approaching regulation, competition, and growth.
Beyond the regulatory focus, the agenda covers a range of core and emerging topics.
