Captive Domicile Summary

Iowa officially entered the captive insurance market with the passage of legislation in 2023, becoming the 36th US jurisdiction to authorize captive insurance companies. The law allows for the formation of pure captives, industrial insured captives, captive risk retention groups, branch captives, protected cell captives, special purpose captives, and life captive reinsurance companies.

Iowa statute 521J, "brings captives to a jurisdiction that already boasts a large and sophisticated insurance industry," the law firm Womble Bond Dickinson said in an advisory note. "With a modern, competitive bill that is comparable in many ways to the captive statutes of other jurisdictions, including with respect to premium taxes and fees, dedicated captive regulators and a robust underlying insurance industry, Iowa will be a captive domicile to watch."

Iowa officially became an active captive domicile in 2025 with the issuance of its first certificate of authority. As a newly launched domicile, additional statistics will be published as captive formation activity progresses.
