Mr. Davis is president of the Vermont Captive Insurance Association (VCIA). Effective September 1, 2025, Mr. Davis succeeded Kevin Mead to lead VCIA's strategic growth, advocacy, and education efforts in the global captive insurance industry.
Before assuming the presidency at VCIA, Mr. Davis served as senior vice president, captive insurance, at M and T Bank, where he managed an expansive captive portfolio and led initiatives to strengthen client relationships, operational efficiency, and industry engagement.
Prior to his private-sector experience, Mr. Davis was director of financial services for the Vermont Agency of Commerce and Community Development (formerly Vermont's Department of Economic Development/Agency of Commerce), where he played a central role in reinforcing Vermont's position as a global captive insurance domicile through legislative advocacy, strategic marketing and communications, and economic development initiatives—including helping organize Vermont's first captive insurance trade mission to Mexico City.
He is also a frequent speaker at both national and international captive insurance conferences. Mr. Davis holds a master of public administration (MPA) from the University of Vermont.
