VCIA Appoints Ian Davis as New President

The Vermont Captive Insurance Association (VCIA) has named Ian Davis as its next president following a national search. The organization, the largest captive insurance trade association in the world, said Mr. Davis will lead its strategic growth and advocacy efforts. 

Gail Newman, chair of the VCIA board, said, "Ian's deep industry knowledge, collaborative style, and proven leadership make him the right person to guide VCIA into its next chapter. I am so thrilled for him to take on this role, and on behalf of the entire board, we are excited to witness his leadership further align VCIA with the gold standard that is the Vermont captive industry." 

Mr. Davis most recently served as senior vice president of captive insurance at M&T Bank, overseeing a broad captive portfolio and initiatives to strengthen client relationships, improve operations, and deepen industry engagement. Before that, he was director of financial services for the Vermont Agency of Commerce and Community Development, where he worked to reinforce Vermont's leadership as a captive insurance domicile through legislative advocacy, marketing, communications, and economic development. 

Mr. Davis has held multiple leadership positions with VCIA, including serving on its board of directors, chairing its annual conference, and contributing to its 2025 strategic plan. His work has included legislative testimony before the Vermont General Assembly, direct engagement with members of Congress, and coalition-building across the public and private sectors on initiatives shaping the industry's future. 

He holds a Master of Public Administration from the University of Vermont and has been recognized by Captive Review and Vermont Business Magazine for his leadership.
