Montana Taps Kari Leonard as State's Top Captive Insurance Regulator

Kari Leonard, a veteran Montana regulator, has been named to succeed Steve Matthews, who is retiring at the end of June, as the domicile's top captive insurance regulator.

Ms. Leonard will serve as chief examiner and captive insurance coordinator in the Office of the Montana Commissioner of Securities and Insurance. She has been the office's deputy examinations bureau chief since 2020. Prior to that, she was an examiner in the same office.

Montana is a major captive insurance domicile. Last year, Montana licensed 46 new captive insurance companies, bringing the domicile's total captive count to 268 at the end of 2022.

Thus far in 2023, the state has already licensed 11 new captive insurance companies, bringing Montana's captive count to 279.
