Arizona Department Appoints Victoria Fimea Chief Captive Analyst

The Arizona Department of Insurance and Financial Institutions (DIFI) has named Victoria E. Fimea as chief captive analyst in the Financial Affairs Division.

Ms. Fimea, according to a DIFI news release, has extensive captive insurance experience.

"Her extensive captive insurance experience encompasses roles such as senior vice president with an alternative risk provider, where she managed the regulatory, claims, underwriting, and captive formation departments, and as a senior vice president and general counsel in the life insurance industry forming captive insurers for reserve financing transactions," the DIFI news release said.

Ms. Fimea also spent many years in the District of Columbia, where she managed advocacy efforts for a major insurance trade association, the news release said.

Arizona is a major captive domicile. At the end of 2022, the domicile had 162 licensed captives, up from just 121 in 2017, while those captives generated $10.5 billion last year, up more than 40 percent from 2015.
