Connecticut Names Fenhua Liu Director of Captive Insurance Division

Fenhua Liu, a veteran insurance regulator and executive, has been named director of the Connecticut Insurance Department's Captive Insurance Division.

Ms. Liu "has more than 25 years of broad global experience in insurance and risk management, and that will serve us well as we continue to see captive insurance growth," Andrew Mais, commissioner of the Connecticut Insurance Department, said Monday in a statement.

Prior to her new position, Ms. Liu worked for the Connecticut Social Services Department, where she was involved in health care rate setting and large service contract evaluations. Before that, Ms. Liu was a director of finance with Travelers Insurance Cos. She was also a senior global underwriting portfolio analyst, project manager, and risk management specialist with HSB Inspection & Insurance Co., a unit of Munich Re.

Ms. Liu succeeds Connecticut captive insurance regulator Janet Grace, who passed away in June.

Connecticut is one of the fastest growing US captive domiciles. In 2016, Connecticut had just 10 captives, which generated premium volume of just under $300 million. By the end of 2019, Connecticut had 17 captives generating $5.6 billion in premium volume.
