As the captive insurance sector continues to evolve, so must the criteria used to assess domicile success. In a recent discussion, Sam Komo, captive manager with the Missouri Department of Commerce and Insurance, suggested moving beyond traditional measures such as captive count and premium volume.

Mr. Komo emphasized that the increasing complexity of captive structures and the individuality of each domicile make direct comparisons difficult. Instead, he proposed evaluating domiciles by factors such as service quality, specialized expertise, and the strength of regulatory relationships.

While acknowledging the challenge of establishing universal benchmarks—particularly in a fast-growing industry—Mr. Komo sees value in developing flexible, tailored tools to help companies identify domiciles that align with their specific goals.
