Bermuda Monetary Authority Names New Chief Operating and Chief Technology Officers

The Bermuda Monetary Authority (BMA) has appointed Mesheiah Keane as chief operating officer (COO) and Graham Collier as chief technology officer (CTO) as part of efforts to strengthen its leadership team and advance technology transformation and innovation initiatives.
Ms. Keane will report to Deputy CEO Shanna Lespere. She brings more than 25 years of experience in financial regulation, reinsurance, operations, and human capital management. In her previous role as chief human resources officer and director of human resources at the BMA, she led workforce planning; diversity, equity, and inclusion initiatives; and organizational culture programs.
Before joining the human resources function, Ms. Keane worked in accounting and financial reporting with international firms and later served as a senior reinsurance supervisor. She is a Chartered Professional Accountant, Certified Professional in Human Resources, and Certified Master Coach. As COO, she will oversee finance and currency operations, human resources, corporate affairs, and business and operations support.
Mr. Collier assumed the CTO role on May 15, 2026, and also reports to Ms. Lespere. He has more than 17 years of experience in financial technology, technology operations, engineering, cybersecurity, cloud platforms, and service management.
Prior to joining the BMA, Mr. Collier served as global head of software-as-a-service operations at FlexTrade in London. His responsibilities included managing large-scale technical operations and technology infrastructure. During his career, he has led global teams across 40 regions and advised senior executives on digital transformation, risk, and investment decisions.
Mr. Collier is a Certified Information Security Manager and holds certifications in artificial intelligence (AI), digital business transformation, and security management. In his new position, he will lead efforts to enhance the BMA's technology capabilities, including AI tools, while advancing the BMA's digital transformation strategy.

According to the BMA, the appointments are intended to support a digitally driven approach that streamlines supervisory processes while prioritizing operational resilience.
