Texas Department of Insurance Opens Captive Insurance Specialist Role

The Texas Department of Insurance (TDI) is accepting applications for a Program Supervisor VII (captive insurance specialist) position, a senior-level role focused on the regulation and oversight of captive insurance companies operating in Texas.

The position was established as a result of legislative action following advocacy by the Texas Captive Insurance Association (TxCIA). In 2023, the Texas Legislature approved—and the governor signed—a budget directing TDI to retain a captive insurance specialist to support captive insurance oversight and related regulatory activities in the state.

The role was most recently filled by Robert Rudnai, who returned to TDI to serve in the captive insurance specialist position.

Based in Austin, the full-time position involves processing captive license applications, reviewing business plan changes and amendments for compliance with statute, and serving as a primary point of contact with captive managers and external counsel. The role also represents the agency at business meetings, conferences, and seminars, and collaborates internally to support regulatory continuity and program objectives.

The position requires a bachelor's degree in a relevant field and at least 5 years of experience operating, overseeing, or regulating captive insurance companies. Preferred qualifications include a Chartered Property & Casualty Underwriter designation and experience in banking or commercial underwriting. Limited travel is expected, and the position may be eligible for a hybrid work schedule.

According to TxCIA, ensuring this role is filled is a priority, as the association views the position as essential to maintaining regulatory efficiency and supporting Texas's ability to attract and retain captive insurance investment.
