Texas Appoints Norton to Oversee Captive Insurance Market Growth

The Texas Department of Insurance (TDI) has appointed Andrew Norton as captive insurance specialist, a role focused on overseeing the state's expanding captive insurance sector.
Mr. Norton joins TDI as the number of state-domiciled captives reached 101, reflecting an 8.6 percent increase in the 6 months leading up to April 2026. The growth underscores the rising importance of captives in Texas, where the regulatory framework currently permits a single type of captive structure.
"Texas is seeing continued growth—and we only have one type of captive," Mr. Norton said.
Captive insurers, which are wholly owned by their parent organizations, provide coverage tailored to the risks of affiliated companies. As these self-insurance entities expand, TDI's oversight aims to ensure consistent regulatory standards and thorough evaluation.
Norton brings more than 15 years of experience in insurance, including roles in operations, InsurTech, and large-scale business transformation. His background provides insight into how insurance structures perform in practice, particularly under varying risk conditions.
"Coming from an operational background, you see the other side of risk—how it performs in real-world conditions, both expected and unexpected," Mr. Norton said.
He holds several industry designations, including Chartered Property Casualty Underwriter (CPCU), Associate in Reinsurance (ARe), and Senior Claims Law Associate (SCLA) Gold.
In his new role, Mr. Norton is focused on maintaining a regulatory environment that emphasizes transparency and efficiency, particularly as application volumes increase alongside market growth.
"The more efficiently we process an application, the better it is for everyone," Mr. Norton said.
TDI said Mr. Norton's appointment will support ongoing collaboration across the captive insurance sector while helping refine regulatory processes as the market continues to expand.
