Tennessee Commerce and Insurance Department Promotes 3 Leaders

The Tennessee Department of Commerce and Insurance (TDCI) has promoted three senior staff members to leadership roles, expanding the agency's executive team with experienced state government professionals.

Bill Huddleston has been named deputy commissioner with oversight of the department's Insurance, Regulatory Boards, Securities, and TennCare Oversight divisions. Mr. Huddleston joined TDCI in 2014 and most recently served as assistant commissioner of the Insurance Division. His previous roles at the department include financial director and policy adviser within the Insurance Division and fiscal director of the Regulatory Boards Division, where he led the audit team. A certified public accountant, Mr. Huddleston began his state government career as a legislative auditor in the Tennessee Comptroller of the Treasury's Office. He received a Governor's Excellence in Service Award in 2017 for his leadership in Regulatory Boards. He is a graduate of Lipscomb University and Harding University.

Keith Boring has been promoted to deputy commissioner responsible for the department's operating and administrative functions and External Affairs. Mr. Boring joined TDCI in 2023 as assistant commissioner for External Affairs. He began his state government service in 2007 as a legislative research analyst in the Tennessee Comptroller of the Treasury's Office, later joining the Secretary of State's Office in 2013 and rising to deputy chief of staff. In 2019, he transitioned to the Department of Finance and Administration, where he supported the commissioner on legislative and policy matters. Mr. Boring holds a degree from the University of Tennessee, Knoxville.

Scott McAnally will now serve as assistant commissioner of the Insurance Division. Mr. McAnally was previously director of insurance, a role he has held since 2021. He helped lead the implementation of the state's Pharmacy Benefits Management (PBM) Reform law and the department's regulatory program overseeing PBMs. Mr. McAnally began his state government career in 2011 at the Department of Finance and Administration's Bureau of TennCare and advanced to legislative affairs director for Benefits Administration by 2019. He holds a master of public administration from the University of Georgia and is also a graduate of Middle Tennessee State University.

"As the agency responsible for protecting Tennesseans across a variety of licensed professional fields, it's crucial that our divisions have responsible, experienced leaders who share a vision for responsible regulation and public service," TDCI Commissioner Carter Lawrence said. "Bill, Keith, and Scott have demonstrated their commitment to the Volunteer State and demonstrated a shared belief in our mission of 'protecting Tennesseans, empowering professionals.'"
