RAA Names Susan Donegan Head of State Relations

The Reinsurance Association of America (RAA) has named insurance industry executive Susan Donegan senior vice president, head of state relations, effective June 1.

Ms. Donegan most recently served as chief regulatory officer at the National Council on Compensation Insurance (NCCI). She previously was commissioner of the Vermont Department of Financial Regulation, where she oversaw the state's insurance, captive insurance, banking, and securities sectors.

"Susan brings a powerful combination of regulatory, political, policy, legal, and industry expertise that will be invaluable to RAA and our members," Tracey Laws, president and CEO of RAA, said. "Her leadership, strategic approach, and strong domestic and international experience will elevate our efforts to achieve results to protect and enhance the reinsurance industry."

Ms. Donegan's career includes senior leadership roles in both the public and private sectors. She served as counsel to the commissioner at the Massachusetts Division of Insurance and practiced law in Boston and Amsterdam.

During her tenure as Vermont commissioner, Ms. Donegan served on several committees of the National Association of Insurance Commissioners and the International Association of Insurance Supervisors. At NCCI, she led engagement efforts with 36 state insurance departments and legislatures, as well as federal agencies and industry organizations.

Ms. Donegan earned a juris doctor degree from Vermont Law School and holds two master of law degrees in banking and financial services law and European and international trade law. She is admitted to practice law in multiple states, as well as in England, the Republic of Ireland, and Wales.
