Oklahoma Promotes Donald Ashwood to New Captive Coordinator Position

Donald Ashwood, a long-time staffer at the Oklahoma Insurance Department (OID), has been promoted to captive coordinator, a newly created position.

Previously, Mr. Ashwood was a financial operations officer, where his responsibilities included serving as the OID's primary captive insurance regulator and contact. In his new position, Mr. Ashwood will be involved exclusively in captive insurance issues.

"My new position responsibilities are exclusively for that of the OID Captive Division in that I will continue to serve as the primary regulator/contact, along with monitoring and suggesting prospective captive statutory/regulator contact, along with monitoring and suggesting prospective captive statutory/rule amendments, periodic conference/participation, along with other various captive duties," Mr. Ashwood said.

Mr. Ashwood said the creation of the captive coordinator position was due to the OID's increased emphasis on captive insurance companies. The OID also is looking to fill the position of captive director.

In 2020, Oklahoma licensed 3 new captives, while 10 captives were closed, primarily, Mr. Ashwood said, due to the impact of the pandemic on captive parents.

Oklahoma now has 40 captives.
