NAIC Elects 2026 Officers and Zone Leadership at Fall Meeting

The National Association of Insurance Commissioners (NAIC) elected its 2026 officers during the conclusion of its 2025 Fall National Meeting held on December 11 in Hollywood, Florida. Virginia Insurance Commissioner Scott A. White was named president. Mr. White has served as commissioner of the Virginia Bureau of Insurance since January 1, 2018.
Rhode Island Department of Business Regulation Director Elizabeth (Beth) Kelleher Dwyer was elected president-elect. Ms. Dwyer became superintendent of insurance on January 11, 2016, and was appointed director in May 2023. Jon Pike, commissioner of the Utah Insurance Department since January 5, 2021, will serve as vice president. South Carolina Department of Insurance Director Michael Wise, who assumed his role in May 2023, was named secretary-treasurer.
The newly elected officers will begin their terms on January 1, 2026.
In addition to the executive officers, NAIC members elected 2026 zone officers. The organization divides its membership into four geographical zones—Northeast, Southeast, Midwest, and Western—with each zone selecting three officers annually.
For the Northeast Zone, New Jersey Commissioner Justin Zimmerman will serve as chair. New Hampshire Commissioner D.J. Bettencourt was elected vice chair, and Maryland Commissioner Marie Grant will serve as secretary.
In the Southeast Zone, Mississippi Commissioner Mike Chaney was elected chair. Georgia Commissioner John King was named vice chair, and Florida Commissioner Michael Yaworsky will serve as secretary.
Midwest Zone leadership includes Nebraska Director Eric Dunning as chair, South Dakota Director Larry D. Deiter as vice chair, and Illinois Director Ann Gillespie as secretary.
The Western Zone selected California Commissioner Ricardo Lara as chair, Washington Commissioner Patty Kuderer as vice chair, and Nevada Commissioner Ned Gaines as secretary.
