Leane Rafalko Joins CIC Services as Director of Captive Management

Leane A. Rafalko has joined CIC Services as director of captive management, bringing extensive regulatory and private sector experiences to her new position.

Most recently, Rafalko was an audit manager at RH CPAs, PLLC, where she oversaw the financial statement audits of a broad range of insurance entities with multijurisdictional requirements, multiple lines of insurance business, and reinsurance considerations.

Prior to joining RH CPAs, Rafalko was a senior captive consultant at Hylant Global Captive Solutions, where she worked with clients in consulting, developing, and managing captive insurance structures.

In the regulatory realm, Rafalko spent more than 20 years with the North Carolina Department of Insurance, where she reached the position of chief captive analyst and assisted the senior deputy commissioner in licensing and regulating North Carolina–domiciled captive insurance companies.

In addition, during her time with the North Carolina department, she served as insurance company examination manager for the financial evaluations division, where she led statutory financial examination of the financial records of insurance companies licensed and domiciled in North Carolina.

Rafalko earned a bachelor of science degree in accounting from the University of Scranton and holds the Certified Financial Examiner (CFE) and Associate in Captive Insurance (ACI) designations. She was recently elected to the board of directors of the North Carolina Captive Insurance Association.
