Jeffrey Johnston Named Permanent CEO of NAIC

Jeffrey C. Johnston has been named chief executive officer of the National Association of Insurance Commissioners, moving from his role as interim CEO to lead the organization permanently beginning June 1, 2026. 

Mr. Johnston will oversee operations for the 155-year-old insurance standard-setting organization, which is governed by chief insurance regulators from the 50 states, the District of Columbia, and five US territories. In the role, he will work with NAIC members on strategic priorities that include financial oversight, data modernization, resilience, and responsible innovation. 

"Jeff has provided steady, thoughtful leadership as interim CEO and has earned the confidence of NAIC Members," said Scott A. White, Virginia insurance commissioner and NAIC president. "He has a deep understanding of the state-based system and the importance of collaboration. I'm confident Jeff will continue to support our members and NAIC staff as we advance our shared priorities and serve insurance consumers today and well into the future." 

Mr. Johnston said the organization's collaborative structure will remain central to its mission. 

"The NAIC's strength comes from collaboration between members and our staff, and I look forward to working together to support state insurance regulators and the consumers they serve," Mr. Johnston said. 

Prior to serving as interim CEO, Mr. Johnston held several senior leadership positions at the NAIC, including chief financial officer and chief of regulatory affairs. In those roles, he worked with members on financial solvency matters, accreditation, and regulatory coordination. 

The NAIC said Mr. Johnston's background reflects a long-standing focus on supporting state regulators and the state-based insurance regulatory system. 

Mr. Johnston holds a bachelor's degree in accounting and finance from Emporia State University and is a Certified Association Executive through the American Society of Association Executives. He is based in Kansas City, Missouri.
