Ivans Q3 2025 Index: Commercial Renewal Rates Higher Year Over Year

Ivans released its Q3 2025 Ivans Index results, reporting average premium renewal rate increases year over year across major commercial lines of business, excluding workers compensation. Quarter-over-quarter movements varied, with most commercial lines posting lower average renewal rate changes than Q2 2025. General liability and workers compensation recorded higher average premium renewal rate changes compared to the prior quarter. 

Average premium renewal rate change highlights by line of business for Q3 2025 include the following. 

  • Commercial auto. Averaged 7.60 percent in Q3, compared to 8.43 percent in Q2. The quarter began at 7.96 percent in July and reached down to 7.19 percent in August. 
  • Businessowners policy. Averaged 7.55 percent for the quarter versus 7.87 percent in Q2. The highest change was 7.65 percent in August, and the lowest was 7.46 percent in September. 
  • General liability. Averaged 5.89 percent in Q3, up from 4.66 percent in Q2. July posted 4.98 percent, and September posted 6.78 percent. 
  • Commercial property. Averaged 7.64 percent compared to 7.89 percent in Q2. The quarter began at 7.98 percent in July and ended at 7.11 percent in September. 
  • Umbrella. Averaged 8.99 percent versus 9.07 percent in Q2. July reported 8.83 percent, and September reported 9.12 percent. 
  • Workers compensation. Averaged -1.42 percent in Q3, compared to -1.75 percent in Q2. July recorded -1.48 percent, and September recorded -1.32 percent. 

Ivans noted that Q3 reflected continued year-over-year increases across most commercial lines, with quarter-to-quarter variations by coverage.
