Connecticut Launches Captive Insurance Site with Eligibility Tool

The Connecticut Insurance Department has launched an updated Captive Division website, introducing new tools aimed at improving transparency and access to regulatory information for insurers and industry stakeholders.
The redesigned platform features an interactive eligibility screening tool that guides users through key decision points to assess whether a captive insurance structure may meet departmental standards before entering the formal application process. The department said the tool is intended to streamline early-stage evaluations and reduce uncertainty for prospective applicants.
The updated website also offers improved navigation, clearer explanations of regulatory requirements, and a more streamlined layout to help users more easily access key resources. New Service Level Objectives outline performance targets and expected time frames for certain regulatory and administrative processes.
"Connecticut's captive insurance program continues to grow and evolve, and these website updates reflect our commitment to providing clear, accessible information that supports companies and the public alike," said Josh Hershman, commissioner of the Connecticut Insurance Department.
He continued, "By improving how we present resources and guidance, we are making it easier for stakeholders to understand our regulatory framework and engage with the Department."
"The redesigned site and new tools are intended to simplify how users navigate our requirements and access key information," said Fenhua Liu, captive division director. "We want both prospective and existing captive insurers to have a clearer understanding of our processes and the resources available to them, and we encourage everyone to explore the updated site."
The website launch comes amid continued momentum in Connecticut's captive insurance sector. The department participated in the Connecticut Captive Insurance Forum, where industry stakeholders discussed market trends, innovation, and growth opportunities, underscoring the state's ongoing engagement in the sector.
Governor Ned Lamont recently proclaimed April 13, 2026, as Captive Insurance Day in Connecticut, marking the industry's continued growth and economic contribution to the state.
