The Captive Insurance Companies Association (CICA) will introduce a dedicated educational program for captive regulators at its 2026 International Conference, expanding its focus on regulatory expertise and professional development within the captive insurance industry.

This new training underscores CICA's efforts to ensure regulators are equipped to oversee increasingly complex captive structures in a shifting regulatory environment. The program is open exclusively to regulators from captive domiciles and is being developed in collaboration with regulatory professionals to address their specific needs.

"CICA is proud to partner with the captive insurance regulatory community to provide training at our international conference that will help meet the needs of captive regulators," CICA president Daniel Towle said.

Mr. Towle said the program was created with direct input from regulators to ensure it delivers relevant and practical knowledge to support the long-term strength of the sector.

The training will include expert-led discussions focused on the distinct challenges faced by captive regulators. Specific session details will be released in early 2026.

As captive insurance continues its global expansion, regulators are under increasing pressure to balance compliance, innovation, and consumer protection. The training is designed to help regulators deepen their understanding of captive governance and risk frameworks, encourage consistent regulatory practices across jurisdictions, and foster greater collaboration with industry professionals.

"Qualified and experienced regulators are the backbone of the captive insurance ecosystem," Mr. Towle said. "Our training program aims to equip regulators with the resources and expertise to navigate complex issues while supporting the continued growth and innovation of captives."
