CICA Reports Congressional Meetings, 2026 Conference, and Essay Contest

According to the latest newsletter from the Captive Insurance Companies Association (CICA), the organization recently held 12 meetings with senior congressional staff in Washington, DC, to discuss captive insurance, address misinterpretations, and highlight the industry's role in enterprise risk management.
CICA also confirmed that its 2026 International Conference will take place March 8–10 at the JW Marriott Desert Springs Resort & Spa in Palm Desert, California. Registration for nonmembers opens November 17.
The newsletter reminded students and universities that submissions for the 2025–2026 CICA Student Essay Contest are due November 13. This year's contest asks student teams to evaluate one of three case study scenarios and recommend a captive solution. The case studies focus on the following.
- A cruise line facing weather, operational, employee, and liability risks
- A multistate grocery chain managing workers compensation, cyber, supply chain, and liability exposures
- A youth baseball organization exploring coverage for property, liability, crime, and auto risks as it expands travel and operations
Students are asked to identify key risks, select the top lines of coverage to place in the captive, and outline a structure to support long-term risk financing goals. Cash awards and conference attendance for finalists are included as part of the program. Additional details are available on CICA's website.
