CICA Announces Regulator Training and Speakers for 2026 Conference

The Captive Insurance Companies Association (CICA) has released new details about the Captive Regulator Training sessions scheduled for its 2026 International Conference, set to take place in Palm Desert, California.
In response to increasing complexity in captive structures and regulatory demands, CICA will provide targeted educational programming for regulators. "Qualified and experienced regulators are the backbone of the captive insurance ecosystem," CICA President Daniel Towle said. "We have worked closely with this dedicated group to provide the education they deem necessary for the continued strength of the industry."
Among the sessions announced, Phil Giles, chief growth officer, accident and health, at Skyward Specialty Insurance, and Prabal Lakhanpal, senior vice president, Spring Consulting Group, will speak on leveraging captives for medical stop-loss and employee benefits. The presentation will address evolving trends in employee benefits within captives, including life, disability, pension, and stop-loss insurance.
A separate session, "Risk Retention Groups—A Concise Overview for Domicile Regulators," will focus on helping domicile regulators understand the distinctions between risk retention groups and traditional captives. Joe Holahan, partner at BakerHostetler, and Gerald Yoshida, director at Goodsill Anderson Quinn & Stifel, will lead the session, covering legal structures, operational issues, and best practices such as financial review protocols, governance frameworks, and transparency standards.
Kimberly Guerriero, principal and consulting actuary at Milliman, and Robert Walling, principal and consulting actuary at Pinnacle Actuarial Resources, will co-present "Actuarial Feasibility Studies for Domicile Regulators: Essential Insights and Best Practices for Captive Insurance Oversight." The session will address capital adequacy, expense forecasting, data reliability, and compliance with actuarial standards to help regulators assess captives' financial integrity and policyholder protection capabilities.
CICA's regulator training will facilitate discussions between regulators and industry experts on evolving global challenges, promoting alignment on oversight practices and fostering stronger regulatory partnerships.
