Arizona Names Bassett to Lead Insurance Agency

Governor Katie Hobbs has appointed Chuck Bassett as director of the Arizona Department of Insurance and Financial Institutions (DIFI), effective January 12, succeeding interim director Maria Ailor.

Mr. Bassett brings more than 30 years of experience in insurance law and healthcare policy to the agency. He joins the department after serving since 2004 as vice president of government relations and public policy at Blue Cross Blue Shield of Arizona, where he oversaw state and federal legislative affairs and advised executive leadership and the board of directors on regulatory matters.

"Chuck Bassett is a highly respected leader with a deep understanding of Arizona's insurance landscape and a proven track record of navigating complex policy environments," Governor Hobbs said. "His extensive experience and commitment to public service make him the ideal person to lead DIFI as we work to protect Arizona consumers and ensure a fair and stable insurance market."

"I look forward to working closely with the governor's office, policymakers, and stakeholders to improve oversight, promote transparency, protect consumers, and ensure the state's insurance and financial services markets remain fair, competitive, and resilient."

Before joining Blue Cross Blue Shield of Arizona, Mr. Bassett worked as an associate attorney at Low & Childers, P.C., focusing on insurance regulatory law. He also served in legal roles for the Arizona House of Representatives, including rules attorney and legal counsel to the Rules and Ethics Committees.

Mr. Bassett has served on several community and industry organizations, including the Arizona Chamber of Commerce Health Care and Public Affairs Committee and the Arizona Society of Healthcare Attorneys. His previous involvement also includes the Scottsdale Chamber of Commerce, Arizonans for the Arts, and the Fiesta Bowl Committee.

He earned a juris doctorate and a bachelor of arts in political science from the University of Arizona and has been a member of the State Bar of Arizona since 1991.

Mr. Bassett succeeds Ms. Ailor, who has served as interim director of the department since May 2025.
