Mr. Ciofani is the captives officer at Midwest Employers Casualty (MEC), where he directs strategy and execution for captive partnerships across workers compensation and related casualty lines. In this capacity, he manages the entire captive program lifecycle, from initial program design and underwriting support to fronting arrangements, excess structures, collateral considerations, and long‑term performance oversight. His work involves close collaboration with captive managers, brokers, actuaries, and claims specialists to ensure captive owners and members receive strong, measurable results.
With more than 30 years of leadership experience in the property‑casualty industry, Mr. Ciofani has held senior roles that span underwriting, specialty and alternative markets, and P&L ownership. Over the course of his career, he has built and led underwriting teams, expanded loss‑responsive program portfolios, such as large‑deductible arrangements and captive structures, and guided product and geographic growth initiatives. This foundation informs his current work at MEC, where he applies his technical depth and strategic perspective to enhance captive program performance while serving as a mentor to emerging professionals.

He prioritizes regulatory and operational discipline; aligns actuarial, finance, and audit activities; and manages policy issuance, premium movements, and reinsurance components. He holds a master in business administration in finance, a bachelor in science in management and business, and the professional designations of Chartered Property Casualty Underwriter (CPCU) and Associate in Premium Auditing (APA).
