With 38 years of experience in the insurance industry, Ms. Herr, executive vice president, employee benefits strategy and innovation leader at Hylant, has obtained vast knowledge of employee benefits solutions. As the executive vice president of client strategy and resource development, she is focused on furthering innovation to benefit clients and prospects. Ms. Herr develops cutting-edge cost containment programs in the ever-evolving employee benefits landscape. She maintains a very selective list of clients who benefit directly from her corporate role.
Prior to this position, Ms. Herr was president of the Orlando office. Before joining Hylant, she served as the national president of AGIS, a full-service insurance agency, where she was responsible for all five offices. Under her leadership, the Orlando office more than tripled in revenue and staff. Before entering the broker side of the industry, Ms. Herr was vice president of sales for UnitedHealthcare and launched its first commercial products in Central and North Florida. She was responsible for hiring, training, and developing staff and product design, distribution, and profitability. She worked with government relations to assist with product filings, underwriting to develop pricing methodologies, and senior management to develop health plan policies.
From 1987 to 1995, she worked as a senior account executive at Cigna, responsible for selling and renewing group employee benefit policies for large employers. She gained experience in fully insured experience rating, self-funded and minimum premium medical policies, and underwriting techniques. Through her 15 years working on the carrier side and 23 years on the broker side of the industry, Ms. Herr gained extensive knowledge of underwriting formulas, plan design, and experience analysis.
In 2020, Ms. Herr was elected to serve a 4-year term as the Seminole County Commissioner for District 5. Ms. Herr was reelected in 2024 to serve a second term. Ms. Herr was appointed by Gov. Rick Scott and served on the Central Florida Expressway Authority Board. She also served on the Board of Directors for the Foundation for Seminole State College. She serves on the Boards of the Seminole County Chamber of Commerce and Leadership Seminole. She previously served on the Women's Advisory Board for South Seminole Hospital, the Foundation for Seminole County Public Schools, and the Private Business Association. She serves as a speaker and author.
Ms. Herr holds a bachelor's degree in business administration from Stetson University in DeLand, Florida. She is a licensed Health and Life Agent and has received several notable accolades, including recognition as one of the "40 Under 40" and "Women Who Mean Business" by the Orlando Business Journal. Additionally, she was honored as the "Businesswoman of the Year" by the Orlando Women's Executive Council. Her achievements also include receiving the Chamber of Commerce's "Chairman Award" and "Legacy Award," and being a four-time winner of the Hylant Diamond Club.
