VCIA Adds 2 New Members to Its Board of Directors

The Vermont Captive Insurance Association (VCIA) has named two captive executives to its board of directors.

Joining the VCIA Board next month will be Tracy Hassett, the president and CEO of edHealth, a member-owned healthcare collaborative for 20 colleges, universities, and charter schools. In addition, Ms. Hassett is the president and CEO of Educators Health Exchange, which is edHealth's medical stop-loss insurance captive.

Before joining edHealth, Ms. Hassett worked for 17 years at Worcester Polytechnic Institute (WPI) in a variety of human resource roles, ultimately becoming vice president of human resources. WPI was a founding member of edHealth, and Ms. Hassett has served on edHealth's board of directors since 2011.

Also joining the VCIA board next month is Jason Palmer, director of global captive practice with Willis Towers Watson (WTW). Office operations under the leadership of Mr. Palmer, who is based in WTW's Burlington, Vermont office, support over 175 captives in more than 20 domiciles.

Mr. Palmer serves on various committees for the VCIA and the National Risk Retention Association. He also is on the board of directors of the International Center for Captive Insurance Education.

With 580 captives at the end of 2018, Vermont is, by far, the largest US domicile and the third-largest domicile in the world.
