There is not a "best" domicile since each domicile may have perceived advantages that vary from person to person. For example, Vermont has the most experience with segregated cells (otherwise known as sponsored captives), DC does not require an annual Board of Directors meeting to be held in the domicile, and South Carolina has been very aggressive toward getting itself established. You may also find that each domicile has varied expense levels.

You should first categorize the priority of your needs then ask the question - "What is the best on-shore domicile to establish a segregated cell captive?"

And remember, as a sponsor of the captive, you will retain risk. You'll need lots of legal help to mitigate your risk.
