Captive Industry Accreditation - Public Entity Pools Lead the Way

Captive industry accreditation is one of the featured topics at the World Captive Forum being held November 13-15, 2006 in Scottsdale, Arizona .

Captive.com President, John Salisbury whose day work is President of a reinsurance captive. Government Entities Mutual, will share the story of the recognition and accreditation programs that have been initiated by public entity pools. The California Association of Joint Powers Authorities (CAJPA) and the Association of Governmental Risk Pools (AGRIP) currently have accreditation and recognition programs. Both programs have been in operation for more than 20 years.

CAJPA has 44 accredited pools out of an estimated 150 insurance pools in the State of California. Following the submission of an accreditation application, the CAJPA accreditation process includes a review of the documents that are submitted by an independent accreditation consultant. The CAJPA accreditation program has a program manager and also uses independent accreditation consultants for an on-site visit. A consultant report is prepared and submitted with a recommendaton for action by an Accreditation Committee. The Accreditation Committee acts and makes a final recommendation to the CAJPA Board of Directors. CAJPA has two accreditation levels: full accreditation and accreditation with excellence.

AGRIP has as a recognition program that uses a self-certification application that includes extensive documentation and is reviewed by a Membership Practice Committee. The Committee makes a recommendation to the AGRIP Board of Directors for recognition. AGRIP has recognized 37 pools as meeting its Advisory Standards.

A total of 77 public entity pools (captives) are currently accredited or have recognition by the two Associations.

John Salisbury will advance the suggestion that the Captive Insurance Companies Association initiate an accreditation program for the captive industry.
