ILLINOIS CAPTIVE & ALTERNATIVE RISK FUNDING INSURANCE ASSOCIATION

Welcome:

Thank you for your interest in ICARFIA. As in the rebirth of any organization, we need a strong base of members. We recognize that not all firms can join every individual organization. In the hope of maintaining our original charter members, and attracting new members, we have redesigned the membership categories and costs.

Membership in the association will serve the important function of networking with other parties dedicated to the promotion of the Alternative Risk Transfer Market. It will also develop opportunities to meet interested buyers and consumers of insurance services.

Being a member will also serve to give individual service providers a collective voice with federal and state regulators, legislators and the NAIC.

Joining will give individual service providers an opportunity to shape and participate in educational forums for the purpose of reaching buyers and regulators.

From the perspective of the risk retention groups, captives, and other Alternative Risk Transfer Market entities, we feel that fostering activities on behalf of the Association will support a more favorable climate for the formation of new facilities and the less obstructive environment for currently operating facilities. Witness the efforts of the Alternative Risk Transfer Market to establish a dialog with NAIC on the definition of liability in the Risk Retention Manual, currently being revised by the NAIC, the modifications in the fronting model act, or the efforts of CARFM to support accreditation for Vermont.

Your presence indicates an interest in this section of the industry, which represents 30% of the traditional market. We need your support, both financial and corporate participation, to continue to address these concerns and to promote these activities. Attached is the membership application form. A copy of the by-laws and the association's 1994 financial statement are available on request. Please feel free to call any of the members of the Board or Executive Committee, if you have any questions. We look forward to hearing from you.
