About ICARFIA

INTRODUCTION

Illinois efforts to make the state a friendly environment for the alternative market are assisted by the Illinois Captive & Alternative Risk Funding Insurance Association ( ICARFIA ), which also seeks to make Illinois the domicile of choice for captives and others involved in the alternative risk transfer (ART) marketplace. ICARFIA points not only to the excellent reputation of the Illinois Department of Insurance, but also to the sophisticated insurance and legal and services that are available in the state as reasons for establishing ART entities in Illinois.

By looking at provisions of the Illinois insurance code that regulate these ART entities and knowing the regulators who enforce them, it is clear that Illinois has what it takes to facilitate the alternative market insurance business in Illinois. The flexibility and responsiveness of Illinois laws to the needs of captives and other mechanisms and the widely held respect for Illinois regulators are additional reasons why Illinois is the domicile of choice.

ICARFIA Mission Statement

The Illinois Captive & Alternative Risk Funding Insurance Association is a not-for-profit association. The Association seeks to foster and promote all alternative market mechanisms and related services both in the United States and internationally and to increase the visibility of Illinois as a viable center and domicile of alternative risk financing entities, activities and facilities.

The primary objective of the Association is to provide information and further education to Association members and others interested in the concept of alternative risk financing and related services for that share of existing risk which is not adequately served by the conventional insurance market.

To carry out its mission, the Association will:

  • Serve as a technical information resource
  • Liaison with other alternative market organizations
  • Facilitate educational programs and conferences
  • Promote networking among interested organizations
  • Maintain relationship with state regulatory officials
